Hope this not bother too much, but as far I understand and because different posts on diferent threads, seems that several people like me, still have their D3 Network locked, so, may be we could try to get better help if we at least may know how many us are, and may be start to cross serial numbers o checking info in our locked phones in order to try to get some light on this bad luck.
By my side the infor that I have is:
Droid D3, still Network Locked and in Subsidy mode since by now Four online codes sellers was tested and all four sellers have the same 2 codes that didnt work.
By now, I also tested with "turbosim" clone card and neither success, the phone still locked.
Also tried to flash original Verizon 5.5.9 rom and later Xt883 rom with the hope that it may help to unlock gsm section, but no success.
My phone is marked as XT862 in back label and have a serial number with the following data (partial for security)
MSN: L826???FWK
(the ??? are other 3 chars but I provide the begin and end of my MSN serial in order to try to start track if the hard locks are from an specific batch of production...)

My Droid 3 in subsidy mode. I have same unlock code from 5 code sellers. Now I wait answer from cellunlocker.net, maybe they know anything.

I had codes directly from Verizon and it didn't work. 3 other codes from online vendors no good either.

In my humble opinion, the MEID and IMEI might be more important to trace rather than the serial number.

Hi there, I have been requested by Motorola to send the unit back for them to provide a replacement (currently awaiting for the replacement unit to be sent out back to me, actually I wished they sent me a Droid 4). But this is after an escalation to management (yes, I do tend to make a big fuss).
If you could try to contact Motorola (i.e by sending a not-so-satisfied email as a loyal long-time customer (posing even) to a high level management executive) that could help.
Otherwise I was told that standard procedure would be to return the phone to where you purchased and get another one. I was even asked to sell the phone online so another Verizon user could use it, and thereafter get another one.
I hope this helps, I was asked explicitly not to reveal email addresses/direct contacts. It might have been worse-off if I didn't have a Verizon account, etc (I had an escalation (also) and case-notes with Verizon which Motorola checked and verified).
Further, if it was convenient and out of curiosity, where did you purchased your Droid 3?
BTW there's a long thread on the D2g forum about this problem, seem that there's a an unlucky selection of D2g and D3 that are unlockable for unknown reasons

Thanks for take time to post... well, seems that in my case it is worst by now... I bought my phone on Ebay, from a seller that sold me it with Clean ESN, so I supposed that this will fair enough to have not trouble in got unlocked by code. However since the first time I didnt have luck, and try to settle with the seller but it ad on ebay clearly said Clean ESN and for use in Verizon, so, may be hard to rise a case against it, apart that I already soend on pay the import taxes and shipping to my country, so, try to return it will make an additional lost, becuase have to pay for the international return shipping... :-(

Well, by now I already bought another "turbosim" version with low hopes about (my previous Black color "Sim Unlock Card i-SmartPhone" turbosim purchase dont works... :-( )
Anyway if there still another person around here with a locked phone please post here so try to know if I am alone here, so I may thinsk about try to sell mine for somebody that may could use it in Verizon.... (as far I know mine is still rootable, but no network unlock to the info that I have up to date).

Your phone is in the black list of verizon or haven't registered with verizon, so the unlocking codes dont work[ i got one locked also.]
The verizon blacklist has nothing to do with the sim unlocking, I have activated a d2g (which is blacklisted) w/o any problem.

I got the "temporary" (30 day) unlock from TMob thru the app they force on it. My question is...Is there anyway to take the temp unlock and make it permanent.
Like I said I got it and I'm on day 2 now, so if someone wants to take a look and see if they can find something, I can try and get them any files / info they need / want.
I am not yet experienced enough to know what I'd really be looking for or I'd try myself, but with only 30 days till it expires and my limited time, I fig'd I could maybe help get the sim unlocked by donating files.
I'm also a bit curious how "sunderwear" is able to unlock for peeps using the TMo app, but then charges $45 to do it. I don't discourage anyone from making a buck but $45 is 2x as much as any unlocking code service would normally charge and seems a bit exorbitant for someone who's well established in this (XDA) community.

Its less than that to unlock on www.unlockcode247.com which uses the exact same process that sunderwear uses
@paoloroeseke: I don't see it. I only see where you can get the code here, but there's still no way to enter it on the device. I'm going to believe since you are a senior member this is not just "spam". But from what i read about "Sunderwear", i got the impression he's been able to get into the TMobile "unlock device" app and do it remotely. If I am wrong let me know, and if I am missing something from the link you posted please point me in the right direction.

ebay have a good deal and they do it with the tmobile app. Money back if doesn't unlock.

I've asked most 17-99$ device unlock app listings and they have all replied service is currently down. Some have eta others removed listings and are refunding after 5 days pass.
I hope it comes back soon.

Problem is we don't know where the unlock trigger happens. It does something to unlock the firmware.

Sunderwear's unlock doesn't work anymore either. He has stated that T-Mobile caught on to the loophole and shut it down. I don't think it is coming back.
On the galaxy s6 (before switching to g4) we had to flash the metro pcs firmware before we could unlock using a code. We could install a rom after, long as the radio wasn't touched. Maybe something in there can be edited?

i think the best bet would be to decompile the unlock app and try and see how it if we can see how it works..if it mod the ril or radio in someway..

I get that, but I guess that's why I was saying anything I can pull from my device that's "temp" unlocked to maybe see where the app adjusts the firmware or whatever to unlock compared to one that's not yet unlocked. has anyone who's an app developer looked into the app? I would think if the app got hacked / Rev Eng'd then we'd see where the change occured.
that would be really helpfull. ihave 3 devices legally bought and i cannot unlock them. T-mobile says i need to have an account which i dont have here in canada.
I wish i knew someone with tmobile account so i can use that account to unlock the phone

there was h815 firmware created which asks for network unlock code but that one is not working at all.
so i doubt the metropcs software will help too. What i heard is that metropcs has also device unlock app installed on it

Mpcs is still available. Only tmo closed.
i wonder if theres a way to mod the tmobile unlock app so if we select temportary that it would still premently unlock it..
I permanently unlocked my G4 using the built in app that came with phone. Was super easy. Next time cricket wireless offers the 20gb of LTE for $55 I'm going to give it a test run. Is your phone paid off? It should work if it is.

Hey guys just a heads up... I did the temp unlock. used it on STalk for the 30 days, called TMob customer service 5 or 6 times trying to get them to unlock it even had 2 cust service reps take my info and my IMEI and said they will submit it for unlock & I should receive an email within 24 hours then I could unlock it. Those emails never came but I did keep trying to unlock it by hitting the permanent unlock button in the app...tho it kept coming back "Failed". Long story short I finally got an understanding supervisor on the line and he said sign up for a pay as you go make sure you use it everyday once (send a txt or make a call) then call them back and as long as they have an account to reference and the device registers on the network as being used they can override the other requirements. Be nice and ask for a supervisor and you may have to do it a few times to get one that will work with you.
Another interesting thing is...even tho my Temp time is done and if I open the "Device Unlock" app it shows buttons to Permanent and Temporary Unlock again. But I can still use it with my STalk sim. it's on'y been 3 days but I've switched out the SIM with the TMob one to do what the TMob SV said, and when I put the STalk one back in it always finds the network and has worked fine so far. SO somehow at least with the ST sim the device has remained unlocked. Also I have the AT&T STalk SIM, not the TMob one, so it's not like I'm still using the Tmob network and it just recognizes the device somehow.
Just wanted to post a follow-up with the new info. I will follow up again if this chg's. but I am still doing what the SV said so that i can get it perm unlocked. BTW the SV way is a one month prepay unlimited TXT & Calls only, no data so I'm on'y paying like $25 basically same as an unlock service. but don't just do it and expect it to work get a SV on the line and work with them cuz right now there aren't many other options.

AT&T suspended my wireless service under the Soldiers/Sailors Relief Act, which basically suspends my service for $.01/mo.
Now, AT&T also allows you to unlock your device so that you can use a local SIM in the country you are stationed, however their online support unlock request form does NOT recognize my IMEI???
Is it even remotely possible that flashing other radios/bootloaders/roms can potentially modify the IMEI? If so, how can I go about getting the original IMEI restored? I believe I flashed the Google-Fi rom/radio/bootloader most recently. Should I flash back a stock LMY47E or something like that with radios etc.?
I don't normally ask questions like this, but it has stumped me for the last 4 days and I've done lots of searching with no results. My google-fu sucks apparently.

Nope. Does not change any of the IMEI info. I actually ran into the same thing with AT&T on my old Note 3. The reason it does that is because it ineligible to be unlocked through them. However, cellunlocker.net is great for unlocking phones.
AFAIK, Flashing Radio/Kernel/ROM wont change ur IMEI. I strongly suspect that the issue is on the ATT side not your IMEI.

I actually tried cellunlocker.net first, and they said that they couldn't find that IMEI in their database, and that if I wanted to wait a few additional days they would scrub other databases?
Should I have waited for them to scrub additional databases? I already got my refund back
EDIT: I do find it strange that they wouldn't unlock it or that it's not eligible though. It DOES have their branding. LOL.
There are other sites too. I would have let them scrub other sources.
Depends on how long you have had the phone and if it's financed or still in a 2 year contract.

And it's likely ineligible because of the suspended service. Regardless of your military status. I had issues with phone companies doing that when I was in the Army stationed in Germany.

Have seen it before on another thread here. It is ATT being an ass. They will say they can't even find IEMI till the device is payed off. Think other poster had to contact FCC. Hope you can work it out and thanks for what you do for the rest of us.

Actually, the AT&T online tool nearly always returns an "IMEI unrecognized" message for our N6. If you call them, you will have no problem getting a free IMEI code directly from AT&T. Been there, done that....

No idea that was an issue! And I just paid for another service. =| well I'll call ATT in the morning anyway to see what they can do. Thanks for the suggestion. This G4 is okay, but man do I miss my nexus. So clean and snappy.

You can also email AT&T tech support if that's more convenient.

They won't give it to you if you are still withing a 2 year contract, or on a finance plan. Been there done that...

You are correct, for us civilians. But I understand that the OP is in the military, being posted overseas. They will do it under those circumstances.

Again... Been there done that. Had trouble with them. They are complete pricks when it comes to giving out the code. I have always found it easier to either pay for an unlock or use another method. He could try contacting them, but it will take a few days to process the request and in my experience, they need orders to show the duty station and even then may deny the request. I even had one moron tell me no right off the bat. When asked why, he was like "because national security". I laid into that jackass about how stupid he was and how much BS I knew he was feeding me.

Well that certainly sucks. And their policy says the will SIM unlock for military personnel stationed overseas. FWIW, I had no problem getting an unlock code from them, but my N6 was paid off.

For the record, I'm military affiliated as an Army Civilian, but prior service military as well. ATT already has my orders on file as they required them in order to suspend my account for $.01/mo.

I bought it used from a private seller, now 3 months later the IMEI is blocked.
What can I do about it? No holds barred here. How do I get my phone working again? If it's against XDA rules to openly discuss it, don't...please discreetly point me in the right direction or drop a PM. I'm down for anything....ANYTHING!!!
So please give me a little help...I've done some searching and what I keep seeing is 'maybe...depending on the device'....is N6 one of them it's possible?
Also, just so it's said...I have another Nexus with physical damage, but a valid 100% legit donor IMEI of which I am the original owner, so this isn't an attempt to hijack one from someone....just wanted to make that perfectly clear.

sounds like the seller sold you a stolen phone, or one not paid off. there's nothing you can do about it, and talking about changing your imei isn't allowed on XDA.

Did you contact t-Mobile to ask why the imei is blocked? Contact the seller for a refund and/or file a police report if he is not willing to do that.
Thanks guys. I did call tmo...we had a lengthy conversation, I was passed to 3 supervisors, escalated ro tier 2, and they still refused to do anything. The customer cancelled service and has an outstanding balance for the device, so Unless I pay for it ($900 they said...I got a great laugh out of that one) they won't do anything for me.
I'm aware IMEI talk usn't allowed in public, which is why I have asked people to keep that discussion OUT of this thread please...don't get this thread closed on me please, people...if you have sonething to say, please PM me.

How is this literally not extortion??? Can't I file a police report against Tmo for this? They activated a brand new prepaid sim using the IMEI from the same Nexus 6 just 2 months ago, which, in my eyes, is a guarantee from Tmo that the IMEI is good, no?? I sort of feel like Tmo should be responsible for this since they let me activate it after checking the number.

It all depends on when he canceled the contract. This is why I never buy used devices unless I know the person. T-mobile and many carriers are doing this because of things just like this. Its not their fault. It is the person that sold you the device. You could file a police report against that person for selling stolen property.

I agree it's not your fault that the money didn't get to the original seller, but what T-Mobile does isn't extortion because they still own the phone as long as there are payments left on it. It sucks, and I can only imagine the spot you're in. But T-Mobile, as the original owner of the device, is within their rights to block the IMEI.
Keep in mind that T-Mobile blocking the IMEI on their network is different from blacklisting the IMEI. In the case of the former, it only applies to the T-Mobile network and covers non-payment of the monthly charge for the equipment. The latter applies to all carriers and covers if the device is lost or stolen.
In short, if the device is blocked, you can try it on AT&T, Verizon, Sprint, or any of their MVNOs. If it's blacklisted, the device likely won't work at all on any carrier. There are of course no guarantees that using another carrier will work, but as this apparently isn't a lost or stolen phone the chances of being able to use the device are high.

Keep in mind that T-Mobile blocking the IMEI on their network is different from blacklisting the IMEI. In the case of the former, it only applies to the T-Mobile network and covers non-payment of the monthly charge for the equipment. The latter applies to all carriers and covers if the device is lost or stolen.
In short, if the device is blocked, you can try it on AT&T, Verizon, Sprint, or any of their MVNOs. If it's blacklisted, the device likely won't work at all on any carrier. There are of course no guarantees that using another carrier will work, but as this apparently isn't a lost or stolen phone the chances of being able to use the device are high.

Port to cricket is your easiest and quickest fix. Nothing wrong with the service. Been using it for a year.
I've been using Straight Talk for several years now. No problems with them, and they are a MVNO that has agreements for all the US networks.
Since T-Mobile isn't available, you don't like AT&T, and Sprint is terrible, your only real option is Verizon.

Sprint is actually kinda ok where I live. I had them back in the WiMax days and I was always confused what all the complaining was about...I guess I was just lucky, but my Nexus S got some awesome "4g" (TOTALLY unlimited too)

Thank you!! I'm not ignoring you, bud I'm running N preview and I haven't had time to flash a 6.0 rom to test this. It's on my to-do list, though. If that actually works I'd be pretty happy with it at least as a temporary fix...just too bad it's totally dependant on xposed, you know? That could put a real damper on updating it, which is like 90% of what makes Nexus devices so awesome. Thanks for the idea, though!

I agree that the private phone sales situation is in a pretty sad state. In fact, I would go so far as to say that it is fraudulent on the part of the service providers. They should either provide an easily accessible lookup database (this would have to be a joint database among *all* service providers) to validate that a device is unencumbered, or forgive the "new" owner if the original skipped town.
Normally I would say that a problem with a product should be handled between buyer and seller, but in this case, that doesn't secure the buyer at all.
The service provider just wants to sell you a new phone.

What is "ultimate release 5.1"?
Which factory image version? If you took the 5.1-SU4TL-49 update you are out of luck.

People stop taking the OTA update! It's only to prevent you from unlocking your bootloader! Verizon is evil, don't you understand?
Of all the Quarks, only the Verizon one (Droid Turbo XT1254) cannot be unlocked from the Motorola website. Because Verizon demands Motorola keep the bootloader locked down.
All the other Quarks (U.S. Moto Maxx XT1250, International Moto Turbo/Moto Maxx XT1225) can easily be unlocked with a code from Motorola.
So, when an exploit is found (Sunshine) to forcibly unlock the bootloader, of course any Verizon update AFTER that will be to prevent that exploit from working. Duh. Because Verizon is evil.

@jcase, whom I quoted above is the Sunshine guru. He says no. (Edit: See below. He says maybe. But the last one took a year to find.)
The Sunshine exploit worked on SU4TL-44 Stock. If you go past that, you are out of luck. The recent OTA update closes that loophole and you cannot revert firmware.
It took a year to even find the first exploit and it was unique to Snapdragon 805. The Verizon Droid Turbo is a late 2014 phone. Even if there was another exploit, it takes time and money to find them, bricking phones in the process. This is why the first exploit was packaged into $25 fee, to compensate the devs and fund their research.
This phone isn't even being made anymore, so investing any more time and money to find another exploit for people who take OTA updates without investigating is probably not going to happen, for a phone that will soon be 2 years old. There are many other newer phones that can get the attention.
People on Verizon who REALLY want a "Droid Turbo" with a bootloader that can easily be unlocked will buy the U.S. Moto Maxx XT1250. Same device as the Droid Turbo, same bands, same hardware, same FCC ID. And bootloader can be unlocked via Motorola website.
IF you don't have Verizon and don't need CDMA bands (or LTE band 13), then the XT1225 is even better. More HSPA bands, more LTE bands. LTE bands 2, 3, 4, 5, 7, 17. And bootloader can be unlocked via Motorola website.
They are all Quarks with the same hardware. The XT1254/XT1250 even share the same radio bands, same FCC ID. The XT1225 has different radio bands.

Answer is maybe. We wont be investing in another round of research for the Droid Turbo itself, if we have some research on another device that crosses over with the Turbo then maybe. A small maybe.

Actually the blame all rests on Verizon for demanding Motorola lock the bootloader. Other Quarks -- even one IDENTICAL to the Droid Turbo sold under another model name -- are not locked down. Verizon is the villain.
Credit goes to any devs who create a workaround. But it's not always possible. The exploit found took a year of research, bricked phones, etc to find. Nobody "stole" anything. The exploit was published publicly. You can write an installer yourself if you have the skill, and give it away for FREE. The fact that no one else has done so means there must not be that much demand.
But if you took the recent Verizon SU4TL-49 OTA update, you are out of luck. Simple as that. Verizon is to blame -- but so are the users who blindly take an update from an evil carrier who locks down bootloaders. The dev even created an XDA thread specifically warning people NOT to take the update! Don't know what else could be done except for owners to take some responsibility and exercise common sense?
If you are on a carrier locked down bootloader phone, and you are wanting to escape from that prison, you should know not to take any carrier OTA updates until you investigate WHY the update was published -- in this case to specifically shut down that exploit.
Of course anyone who buys this phone KNOWS it's locked down and shouldn't expect a bootloader unlock in the first place. Anyone who buys it, KNOWS it's crippled. They need to buy another Quark, like the XT1250 U.S. Moto Maxx -- which is the exact same device as the Droid Turbo XT1254 with Verizon bands and everything. Droid Turbo owners were just very lucky a dev created an exploit that could unlock the bootloader for one version of firmware.

Blame Verizon and yourself, not the messengers. You bought the phone, knowing it was locked down. It's Verizon. That's what they do.
So, there was a brief window of escape, starting last November on firmware SU4TL-44 . The Sunshine devs gave you that window of freedom and somehow you are mad at them?
The locked down Droid Turbo anyone bought is STILL the locked down Droid Turbo they bought. It still functions just like it was bought. No one has harmed their phone. The only difference is if you take the SU4TL-49 OTA update it will remain locked down -- whereas before that OTA thanks to Sunshine you could unlock it, install custom recovery, root, custom ROMs. If that's important to you, then yeah, you do some research first here on XDA or even just using Google. (I never buy a phone I can't unlock the bootloader and root.)
But if you don't do research first, then obviously unlocking the bootloader is not that important to you? And the phone functions just like when you bought it.

Wait , what? Can you share little more info on this?? Which phone exactly you have?
EDIT: Tried this right away, of course it didn't work . They told me that it's not part of unlockable bootloader program, but to check often because they very often add new phones to the program.

Doesn't show up for Moto Maxx, but it works anyway. It did show up in previous version of website. And owners recently are still getting their XT1225/XT1250 unlocked, as evidenced by questions in my Moto Maxx/Moto Turbo guide in the other forum. So, it still works for those phones.

That will prove everything you just said, that you actually have a Droid Turbo and the bootloader is indeed unlocked. Extra credit if you post the communication from Motorola.

Probably had moto maxx or noob assistent gave code without knowing they can although I don't think they can do that, system would probably block it.

I'm very skeptical of someone with just two posts. Trolls do abound, you know. I prefer more proof than someone just typing a few taunting words into a forum. I would be curious if he was already on Marshmallow when this alleged bootloader unlock code was given.
About a year ago, someone posted how he had "flashed a Nexus 6 ROM" over his Droid Turbo and it "worked perfectly" and encouraged everyone else to do the same. 2014 Shamu and Quark were both released by Motorola at the same time, share a lot of the same specs -- and well known Motorola had a 5.2" Shamu variant in testing as late as mid-August 2014. But Google chose the 6" WHALE to be the only gen6 Nexus phone. Quark in many ways is the sibling to Shamu (perhaps the 5.2" was even re-purposed for Quark?), very similar to how the 2013 LG Nexus 5 and LG G2 were developed at the same time on parallel path by LG. BUT, you can't flash Nexus 6 (Shamu) ROMs over Quark, so matter how much you might envy Nexus development.
The only way you can do that is to disable some safety measures, and yes if you are silly enough you can brick your phone. Basically he had bricked his phone and was mad -- and misery loves company. The thread was quickly locked and everyone was told NOT to even try it.
My point is you can't believe everything someone types unless they offer some kind of proof.
