Custom ROM to Official One

I have the Google play edition 4.2.2 ROM and I just got an update saying I can go to 4.3... can I?? From a custom ROM to an official one

You usually need to wait for a rooted version of the stock Rom.

I was wondering can I flash the pac ROM from the HTC One original android development thread? Not the sprint version I'm asking because they seem to have a RC of 4.3 that's why

Well, I think you have to to use a 4.3 Rom because of the new touchscreen drivers.

I'm using a 4.3 Rom with just the radio updated, and I'm not having any issues. I was just wondering if there was a difference in performance updating the firmware also?
