Why does the Z C6603 have 5.1.1 and the Z1 C6903 doesn't?

So I have the Z C6603 and Z1 C6903, the latter downgraded to 4.4.4 while the first one is on 5.0.2. which is why I am subscribed to both subforums. I just noticed that the Z C6603 has FTFs for 5.1.1. while our Z1 C6903s doesn't.
1. Are those really 5.1.1 FTFs for the Z C6603?
2. Why do they have those already and the Z1 C6903 doesn't?
1. Yes
2. Different development track, Z just happens to have been released faster.
