may you give me your opinions which rom is most better cz there's many rom .. so i confuse which one is better

i would like to know if anyone know any stock firmware that use or have this language built in ?
else i would ask if is possible to add this pack of language to a stock rom or add ?
i have try the apps from playStore that worked but every time i reboot the mobile i get to set again the language and that is very inconvenient ...
So if anyone could help me or point me to one solution i will appreciate all help ...
