No, redmi 4x has locked bootloader and yes, it's easy to unlock it. Just follow instructions (google will have good tutorials for you in your language)

The way to unlock v30b bootloader you found works for v30c, too.
Remember that your phone must be rooted before you try to unlock the bootloader!

You should look at the MIUI.com site, but if i remember correct, you can only lock with default MIUI rom due to the way it has to be locked again.
But if you want to know, look at the MIUI forum.

Because without locked bootloader isnt safe for my job.
You do realize that locking the bootloader will prevent your CM14.1 from booting, because it's not signed to boot with a locked bootloader, do you?
I have a Note 8 SM-N9500 from Hong Kong.
I searched xda website and there is a way to unlock bootloader.
But I wonder if there is a guide to root SM-N9500?

if you read the guide for the bootloader im pretty sure it tells you what twrp to install... then from there just install magisk. Then you are rooted

Guys, have you tried something like using Google to search for "how to unlock n9500 bootloader"? I just did and the first result was a thread here at xda with all the info you need for that, magisk, etc. No need to ask in separate threads. It's a basic question, so just search for it and you'll have your answers.

'Cause yes, it is possible to root the phone, but it is nearly impossible to unlock the bootloader, which is required for rooting.

Huawei closed its bootloader code program around 2019 april with some stupid "facts".

I have absolutely no idea about that, last Samsung phone I've owned is a Pocket Neo.

You omitted an important detail, if your bootloader is locked or not, so once we figured that you don't have an unlocked bootloader, we gave you the correct answers.
P. S. Sometimes you have to ask the right question to get the correct answer.
