Where's the Oreo automatic WiFi switch based on location?

Not rooted pixel xl. I understand that hotspot toggle won't work without device being rooted and that's OK.
Now that being said, while hotspot is "on" and wifi is toggled "on" from tile drawer - it kills hotspot, however only when is done manually.
is there a way to forcefully toggle wifi trough tasker (for instance based upon geolocation) on thus killing hotpot automatically ?

For years I've been using apps that change sound profiles (e.g. Tasker) when I am near cell towers or wifi routers WITHOUT the need for location/GPS to be enabled. When I upgraded to Android 9.0 Pie wifi polling stopped working when location is not enabled. I read that cell polling is also not working.
My desire is to have this functionality (near cell / wifi polling) WITHOUT the requirement of location to be enabled in Android settings. I simply do not want my location to be tracked quite precisely 24/7.
Is there some Magisk module or other solution / workaround to this problem? At least I would like to have the option to disable GPS if location is enabled (there is no such option in stock Android). I have a rooted Smasung Galaxy S9+.

Did you ever find a solution? It is super disturbing that I need to enable GPS just to scan which wifi networks. This is a totally sick limitation which in not needed at all.
I so miss my android kitkat. For me it was the best android ever.
What if you do not have gps?
Unfortunately I did NOT find any solution. Currently on Android 10.
After updating to MIUI 11 I can no longer autoconnect to a known wifi network when I turn on wifi from the quick settings. Everytime I want to connect to a known network I have to go to the wifi settings ant press REFRESH button. Only after that I can see all my avalible networks.
I have a Galaxy Tab S2 running LIneage 17.1 This tablet has a habit of disconnecting from wifi, even though settings are for it to keep wifi connected. I have to manually turn wifi 'off' and then back on again for it to reconnect. How can I set up a Tasker profile so that, if airplane mode is 'off,' it will detect and automatically reconnect wifi if not connected?
Both my wife and I have the same problem: when we are away from home, and thus no WiFi reception, WiFi turns itself off. So when we come home we have to turn it on manually.
Both on miui 12.5 and not changed any WiFi settings. I've checked WiFi assistant and “turn on WiFi automatically" is turned off.
Any clues?
