You need to unlock the bootloader which isn't possible officially.

You can try the Dev-Unlock (very low unlock level).
You can also try JTAG

I think there is no need to unlock your device,unless you wanna be a developer.

There is not yet any rooting methods for your Lumia 521 Device.
But you can try
1. Jtag hardware method.
2. Developer Unlock for install homebrew apps or for the testing your owned developed apps.

No.. Until Magisk dev has what he needs to root (kernel source), which may not happen, stay on 8. Huawei just can't do anything right, but they cheap. I'm starting to think Huawei is the 'iPhone' for ppl who didn't want an iPhone haha.

There is like 5 threads asking same things.
There is commit to start supporting s10 ( https://www.xda-developers.com/magisk-canary-update-support-aonly-system-root-android-pie/ ) and Magisk creator is working on it https://twitter.com/topjohnwu/status/1103829273918537728?s=19

'Cause yes, it is possible to root the phone, but it is nearly impossible to unlock the bootloader, which is required for rooting.

Your question was "Hi everyone, is that possible to root huawei P20 PRO with version 9.1.0.387 ??", so the user who told you "yes" was referring to your question directly, rooting P20 Pro, v 9.1.0.387.
You omitted an important detail, if your bootloader is locked or not, so once we figured that you don't have an unlocked bootloader, we gave you the correct answers.
P. S. Sometimes you have to ask the right question to get the correct answer.
