i have to change imei on my sirocco and i've been trying for 2 days but i'm having problems,how i have to do?
there is some methods to root or unlock the booloader and relock/unroot after i'll have changed it?

I was about to purchase an unlock code for this phone and noticed that the unlock attempts counter is stuck at 9 after inputting the wrong unlock code and resets to 10 after I reboot the phone, so by advice of the unlock service I reflashed the phone to stock firmware and the behavior is the same. Has this phone been hardlocked to prevent further carrier unlocking attempts, any ideas?

What type of unlock you want to do? root or network unlock your phone from Sprint?
I mean they'd say root if they wanted to root. They mean SIM Unlock, clearly

Sprint policy 50 days from purchase date, or if on lease or such, is until its paid off. Generally 50 days.

My latest Nokia 9 Pureview got from eBay is unbock bootloader ready, so it cant get OTA update. So have any method to get it to re-lock for got OTA update?

Are you sure it's bootloader unlocked? Usually when eBay sellers say the device is unlocked, they mean it's not locked down to a specific carrier and can be used with any. Not sure about Nokia's policy on manually updating the device, but no tools exist that I know of for that.
I tried to unlock bootloader on Nokia 6.1 2018 and it works. Google it how to locked bootloader . You will get the procedure
