It isn't rooted, it hasn't been changed in any way shape or form, just pure STOCK, and you can flash it no matter in which country you living in, just match your phone model with one mentioned in OP which correspond to uploaded Stock system.
Enjoy in it, i uploaded this because of people who need this rom much faster. for the ones who boot-looped their phones, soft bricked, etc. If you wanna save your settings just tick in Odin Home CSC and other corresponded files.

Anything at this point..lol roms. Trying get wifi calling working here in United States on At&t. Got At&t csc advanced messaging and volte..but wifi calling is greyed out cant turn on.

I have Volte and advanced messaging. Thanks for link. I looked at it seems like a lot..lol. I'm pretty sure once you upgrade bootloader you can't go back. I tried Homecsc Pie back to Oreo and it doesn't work. The only reason I could go back to Oreo was because they were same bootloader.

So this is strange. I updated FE to Pie using Odin. When I went to root oem lock was already there and Prenormal was gone. Didnt have to wait to root. Rooted..Twrp installed with no issues...oh I forgot..once you have rooted Pie do not freeze Samsung Pay with Titanium Backup or any other Package disabler. If you do you will get a message that your device has been lock because you didn't have authorization to uninstall Samsung Pay

Sammobile is tooo way to slow 4 dowload...
What bootloader are you on? Try Udato or Samfirm to download firmware. When I upgrade to Pie I stay with the version that has the same bootloader as Oreo which is S4. If you upgraded to the latest Pie the bootloader was upgrade to S5. Usually once bootloader is upgraded you cannot go back. You may be stuck on Pie.

I unlocked my bootloader officially ( much more easy and fast), installed twrp by the strix and then , psy man firmware before flashing Lineage os 14.1 and yes , stable like a rock

I dont know , but I think in less than 1 week you will have permission for it , but to unlock officialy , you have to justify why you want unlock it

So based on whats stated above . we recieved a major update from 6.0 to 7.0 and as a medium spec phone we only recieve one major update does it mean that we wont get 8.0 android anymore ?

Just recently bought back my Note FE (FD Variant).
Apparently, the bootloader is unlocked
(Dev Options, OEM Unlock w/note stating the bootloader is unlocked)
Google Play Store says Device Uncertified,so,seems it's ready to root.
I'm still on Oreo,Pie isn't a concern,stock/rooted Oreo is fine with me.
Soooooo, I'm just wanting to verify with someone who still has the phone which TWRP to use before proceeding.

Only if you're not on Bootloader 5. The very latest version of Q.
If the fifth number from the last of the PDA is 4 and not 5 then you can use Odin to go back to the last version of Pie.
I tried the Q update a week ago after declining the update for months. I really didnt get on with it at all, nowhere near as quick or stable as Pie, so went back using Odin
