Did you just try to install it as a user app? That won't work.
You need to manually put the apk in /system/priv-app and set permissions to rw-r--r--. You can use a root enabled file explorer to do this.

The directory it's saved in should be in the dialog that appears after you press "Install" — read it.
Ended up downloading a copy, haven't needed it yet. After everything including the questionable module was installed my low battery on s4 came on. Now charging.
