1) Unlock your bootloader
2)Go to fastboot mode
3) Flash the below patched boot.img
command to flash patched boot.img

Patched boot.img will only work for the current firmware version.
You should include which version this is for.

Also the boot.img is likely different for
XT-2091-3, XT-2091-4, XT-2091-9...
and possibly different for software channels
RetBR, TelEU, RetRU...

Instead of making such a post, direct the people to Magisk.
Let me make such a guide.

I can’t decide how to fix a seemingly simple problem. I wanted to get root using the arter97 kernel, but because of the difficulties in getting using OTA updates, I had to sew the latest version of the firmware twice. As it was sewn a second time, the phone immediately issued this error.
In the terminal I entered the commands:
fastboot --disable-verity
fastboot --disable-verification
Does not work. Writes "no command."

I encountered the exact issue as you a few hours ago. Are you able to at least get into the bootloader? Following the official Razer guide here worked for me https://developer.razer.com/razer-phone-dev-tools/factory-images/

There isn't a recovery partition any more on A/B devices (like this one), it's integrated with the boot image. To use TWRP, I had to flash the TWRP image as the boot image, and then flash the original boot image back when I didn't want the phone to boot into TWRP any more.
