You can, just flash the fastboot of it (using MiFlash) or the ROM zip using OrangeFox. IF you can find a site that archived that specific version.
I also checked Xiaomi.eu incase you're interested, they only have 12.0.5 as the lowest in the stable ROM:

As with all downgrades, you need to format the data partition to avoid problems.

I cant find what you're looking for from the Mi Community / ROM Downloads, that is why I recommended the other ROM, here is a link nonetheless: https://c.mi.com/oc/miuidownload/detail?device=1900381
The lowest being 12.0.10 Global, there are however other versions that are chinese labeled, presumably they are Chinese ROM too. I cant read it so I can't confirm what version they are.

K20 Pro > Which TWRP to use?

First of all, Thank You for your time.
This is the first time I am going to try custom rom (MIUI 11.0 STABLE RELEASE From xiaomi.eu). There are many TWRP versions, also Orange Fox, but I cant find anything official. Which one should I use?
I am on Official Global 10.3.2 (Mi 9T Pro Rom). Do I need to install Miui 11 first before installing xiaomi.eu rom?

u can install twrp in ur running version, no need to install any other version.
u can search in youtube for better understanding as u r doing it for the first time.

Dude, you don't need to install miui 11. The first thing you need to do is to install TWRP with Android 9.0 and 10 support "TWRP 3.3.1-15 Unofficial by mauronofrio" that works flawlessly on the k20 pro and Mi 9t pro models. Then upload the Magisk zip file immediately when you log in to the TWRP screen. After you do this, you can install any Custom Rom file.
And if you have the Mi 9T Pro remember only Mauronofrio's TWRP is working. Abhisheks doesn't work with it.
You can also try orangefox version 10.0-7. It's the latest I think.
FYI, MIUI.eu's ROMS all have TWRP as their default recovery. Tested both 10.4.6 and 11.0.2 without issues. Magisk 19.4 and 20.0 also installs without problems.

You need to unlock the bootloader in order to flash the global rom.

Just a quick note: PHONE CALLS ARE NOT WORKING ON THE LATEST .EU WEEKLY AND STABLE RELEASES.
I just tested it myself, clean flashed both roms and mobile networks are not being recognized on both roms.
I went back to the stock rom and everything works fine, the odd issue is that mobile data works on the .eu roms, but not phone calls.
I repeat, I clean flashed both roms and had the same results, I already reported this on the .eu forums, lets hope they fix it on the next releases.

Try to flash a CN rom with Miflash (IMPORTANT: do not re lock the bootloader).
Since the xiaomi Eu rom is based on CN firmware, if the calls work with the stock rom, the problem comes from the Xiaomi Eu rom.
I can confirm that this issue gets solved by flashing either the GLOBAL or EEA firmware (just tested it myself): https://xiaomifirmwareupdater.com/firmware/mondrian/

Thanks for the feedback, but it was the Cn rom that had to be tried since the Xiaomi Eu rom is based on this firmware.

The CN rom is never going to fix this, because the K60 and the F5 Pro have differences, the CN bands are not the same as the global ones, and since we are trying to use this device using a CN based rom, this is never going to work unless we flash the GLOBAl or EEA firmware.

Of course it's not the same modem, but many devices in this case and work very well with a Xiaomi Eu rom, it was just to know if the problem comes from the Cn rom or Xiaomi eU ROM.

the problem probably comes from your carrier who has not yet sent the necessary information to Xiaomi,since for other users it works.
I also CONFIRM some huge issue with in/out calls (modem supported frequencies) with current .EU builds for Poco F5 Pro.
