Why go far: When no custom ROM has been created, it means that the bootloader will not be unlocked.

Okay then.

What guide did you follow?

I can't read my code bootloader in DC Phoenix (Attached photos)

I can't unblock my Huawei P10, my version is this.
https://ibb.co/S6N8qhP
And the problem in DC Unlocker is this.
https://ibb.co/N9mRpVR
I don't know why the program can't recognize my chipset, in my Huawei P9 works perfectly, but with my P10 don't.
Thanks,
Daniel.
Maybe try the 1.00.1403 Version, this was the version I unlocked my P10 with last year.

I tried but don't work mate.
DC-unlocker doesn't work with Oreo+latest patches which is what you appear to have. It says this when you select Huawei phones in the drop down.
I think I read that the limit is Oreo + June/July patches.

If you enable developer options, you can enable "OEM unlocking", with the description "Allow the bootloader to be unlocked".

No. You still require the unlock key which is unique to each phone, and Huawei stopped giving them to users last year.
I saw the other brand fourms, how about the CVE 2020-0041 vulnerabilities ,
it's worked for other brand with locked bootloader...have anyone try and save it?:crying:
Annoyingly I bought my P30 about 5 days before Huawei stopped sending people bootloader unlock codes, I only bought it because it was a nice rootable flagship phone. By the time I got the actual device, I couldn't get any codes any more.
Grrr Huawei!
( Also wow, this is an ancient signature, I should change that some year! )
You will need to downgrade to EMU 9.0 I believe. I was able to unlock the bootloader on my P30 lite and install TWRP + Lineage OS 16 been running stable for weeks.

Question How can I change global redmi note 12 pro+ (without BL unlock)

Help me please?
How many method is there to change global in xiaomi?
Since your question is not explicit, you cannot change version (Global to EEA or others, etc.) or downgrade without unlocking the bootloader.
To summarize you can only update the installed version.
Now I am using this phone with china version. I bought it from china. But I don't like this version and I don't want to unlock bootloader. so I am finding other methods like hardware method(redmi 8a). But I am not a phone repairman.
Is there any other methods for rubypro? I really want to know.
(note: sorry for my eng skill)

The price of the motherboard and the labor will cost you relatively expensive and provided you find the part.
Edit:
Anyway you bought a Chinese version with soc Mediatek and:
Few or no development for the Mediatek soc
Impossible to re-lock the bootloader with a rom of a different version than Chinese.

If you install a golbal stock rom on a Chinese device and re-lock the bootloader, the phone is bricked.
You can't do this on a locked bootloader.
Global stock roms work on Chinese device and Xiaomi Eu rom as well.

And u can't unlock bl (In this device case as we have mtk exploit still working we can flash via sptool)
the OP concerned the change of version not an update. who will download a global rom for it installed on a Cn rom with a locked bootloader?
