I am from India and I use a huawei mate 10 pro bought from Saudi Arabia. I was unable to use the VOLTE setting and hence couldn't use JIO sim in my phone. Now I see an update to EMUI 9 in my phone settings. Will this update bring the VOTE option? Help is requested from people who use it in India,

It wont. If the phone is bought here or the firmware is for India then only it support volte else you may need to debrand it but that will cost good amount as you may need to buy the BL code and then flash firmware.

You need custom bin for volte and oeminfo to flash indian firmware.
Volte works on global firmware as well, so custom bin can be of global or Indian version.

NONROOT option Answer is there ISN'T any USA firmwares for N950F. (N950F is Exynos soc and N950U/U1/W are snapdragon soc so not possible).
Root options is Yes you'll just need to flash the csc detonator package that's in xda forums. (But still can't flash the snapdragon firmwares, not compatible).
Need help here. I bought a S10 china version (snapdragon) G9730.
It does not have gapps or google services frameworks.
Can I flash a Hongkong version Rom to it?
Does the hongkong version comes with gapps and etc? or do I have to flash it manually ?
After flashing the hongkong rom, will I get OTA updates? or do I have to manually update software myself?
