1. If you guys can clarify if both the device are same.
2. If redmi 4x development is also applicable to redmi 4(India).

Redmi 4 is for india user, and 4x for globar user. The development are the same.

Two different devices with different hardware. Flashing roms not meant for your phone will brick them.
