No, bootloader unlocking does not sim-unlock your phone. It checks for the sim lock certificate as if your phone has been sim-unlocked by certain 3rd party software it will cause changes to your phone that ultimately result in bootloader-unlocking preventing connection to any phone network.
What about setools will this work

Bootloader and simlock are two completely separate things. If your bootloader status does not allow bootloader unlocking you will NEVER be able to unlock it. This means that you will not be able to flash CM, AOSP or any other custom kernel based rom on your device.
You can still enjoy stock rom based kernels like the following:
http://forum.xda-developers.com/showthread.php?t=2463675
http://forum.xda-developers.com/showthread.php?t=2481248
and root your phone.
Here is a most commonly asked questions video which may clear out some things for you:
Was just checking as my old arc also said unlock not allowed but was unlocked with testpoint unlock & running super jelly bean & custom kernel

test point exploit has been closed.
If it says its not allowed there is no way to unlock it. Allthough it is not related to sim unlock it generally occurs that branded phones are locked and unbranded are can be unlocked.
One main exception is Vodafone UK, they have given me 3 xperia T's and one Z1 on contract, all of which can be unlocked

I don't get this...
You ordered your SIM unlocking code from web (using your IMEI) and it failed?
Or you just entered some random numbers?

If for some reason you sent a wrong IMEI you get a wrong Code.

[Q] Unlock network

Hi,
Just like to ask if there is a possible way to unlock the network on Sony Xperia V without rooting? My phone is only locked to one network and I want to unlock it (maybe some unlock codes to input) for other networks sim card.
Please help.
Thanks!
It has nothing to do with rooting, it is unlockable using unlock codes.

I see. So anyone can help to generate any unlock codes for this device?
Thanks!
You can get an unlock code from the provider it is locked to
