Question VoLTE not working since OneUI 4.0 Beta installation - Samsung Galaxy S21 Ultra

I posted this in Samsung Community, but unfortunately none was able to help. I am hoping XDA members could help fix this issue.
I am facing a strange problem with my S21 Ultra Unlocked which was directly bought from Samsung. I had enrolled into OneUI 4.0 beta when I was in the US. I was using Sprint connection then.
I had to travel back to my home country (India) and I am using an Airtel sim card (LTE) here. Now, the strange problem is that LTE (data) works here fine. But, VoLTE is not working. The network changes to 2G for phone calls. I am assuming that the auto-switching bands which was introduced in OneUI 4.0 is causing the problem.
Using Smart Switch PC, I rolled back to One UI 3.1. VoLTE and WiFi calling started to work again. But, soon after I got update notification for One UI 4 beta. To confirm that it is indeed an issue with One UI 4, I installed it again. And as expected, I am not getting VoLTE or WiFI calling again.
Since I changed from Sprint to Airtel, I am not able to withdraw from the Beta program as well. I am getting the error "One UI beta features aren't available because your service provider has changed".
Also, I am not sure what the final One UI 4 will offer. For the first time in my life, I am seeing an Android upgrade causing my phone to not able to connect to VoLTE.
I am also attaching the screenshots of Phone Information. As you can see, in OneUI 3.1, VoLTE and WiFi calling are provisioned. But in OneUI 4, both are not available. I am assuming the issue is because IMS is not registered. But, I am not able to find how this can be fixed.

A quick update - I updated to final version One UI 4 and the issue is still there. I am still not able to get VoLTE or WiFi calling in India.

I am having similar issue. Were you able to figure out anything?

No. I have started a new thread in Samsung US Community. Let's see if it reaches the right team who needs to fix this issue.
Since the issue was previously in the Beta version, I didn't get much support. Now, I can see more people facing the same issue since OneUI 4 final version is out.

Can you please provide Samsung members thread link here (or subject line which will help me find it).. I will reply with same issue

Yes. I've noticed this since the beta started, was hoping it would be fixed by the time stable is released, but looks like it isn't.
VoLTE/VoWiFi worked fine in Qatar with One UI 3.1 (US unlocked model) but is unable to activate on One UI 4.
It's a shame, but they probably won't fix it since it still works alright with US sims. Maybe it will be fixed in One UI 5 accidentally next year the same way it broke now, but don't hold your breath.

I would once again rollback to One UI 3.1 and wait for a stable Android 12 One UI 4.0 however it may never work with that device in your region. I won't be updating until they release a better version, still too many bugs. Your best option is sell it and buy your Service Provider's device, that's a permanent fix.

I am on stable One UI 4.0 now. Still it doesn't work.
I cannot sell a device that has such an issue now that I am in India. I will probably sell it once I am back in US if Samsung doesn't fix this issue before then.

Hey i was having this same problem, but seems to have disappeared since I installed SM-G998U rom. I didn't install Userdata and seems I didn't get any bloatware plus activation is still on. You can try.

That won't work, and is completely irrelevant to the issue at hand. This only applies to the unlocked US model (U1) - the OneUI 4 update misconfigures VoLTE for international SIMs.
U will work, but the branded firmware shouldn't be required, U1 is currently broken.

Did you lose the data? I already factory reset my phone trying to fix this issue, rolling back etc.

I did a full backup before. And just restored the data via Smart Switch after.

Just to confirm. Are you having a US phone which is being used outside US? What is your current carrier?

Will you please elaborate the whole procedure how did you installed this rom roll back to one UI 3.1 safely..
I have USA unlocked variant of S21 ultra and i am on stable One UI 4.0. Facing the issues.
..VOLTE AND WIFI CALLING FEATURE NOT WORKING ..

activating VoLTE

Have finally found the VoLTE settings on the phone but for some reason when I activate it using. *#*#4636#*# it deactivated as soon as I leave the page. Is this because my mobile provider (3 UK) doesn't support it on the Oneplus 3t?

Do you have the volte switch in your settings ?
VoLTE is a feature that is provisioned by your carrier. Most carriers will not provision VoLTE unless they have an open policy (allows all capable devices), or if you are using a carrier-branded phone. For the second option, lots of carriers claim that it is to ensure stability and quality of service, though I suspect that's all BS they spew in an attempt to sell more of their own phones.
Anyhow, try to find out if your carrier provisions VoLTE to unlocked/unbranded phones. If not, activating the VoLTE setting within the phone will not do anything.
I'm in an AT&T HD Voice coverage area.. never been able to use it or even see if it works. The build.prop edits seem to work for some but I've never been able to get it to work at all.. Could be AT&T blocking it of course since I don't have an AT&T device really on any of my 4 lines.. All unlocked non-carrier phones.

It is toggled on under status bar together with VoWifi but no idea how to activate it. I suspect my carrier doesn't allow it yet for this phone.
I seem to now have been able to activate it by *#800# but still no joy. I'm guessing this is due to three blocking it rather than my phone.
I use the VoLTE enabler in Magisk and once I enable and restart I have no issues. Workout it I don't get HD calling and any call I make, my phone drops from LTE to H. I'm on AT&T.
OP3T on Three UK. Been using crDroid Pie recently and i'm now able to make VoLTE calls. It comes and goes though. The options are in Settings and 'Enabled'. Phone Test shows VoLTE Provisioned. VoLTE icon show up in Status Bar.
Most of the time when i make a call i still see the Signal Icon drop from '4G' to 'H', but if i repeat dial a few times it latches on to VoLTE. I'm not sure why the inconsistency, but my 4G reception is weak and prone to disappearing entirely, so maybe that's why.
Three APN settings in ROM are same as always. No special 'ims' APN or settings.

Edit: The package 'org.codeauora.ims' has been mentioned a few times for throwing up a 'Device is HD capable' Notification. I assume it's updates to this package that have enabled VoLTE?

It's working for me. Turned off Mobile, enabled Wifi calling and had no problem making a call. I think the necessary settings have been added to the ims packages that are commonly included in Pie custom ROMs now.
What ROM are you using at the moment?

My phone is an OnePlus 3t, android 8.0.0 OOS 5.08
Switched off data and reactivated WiFi calling toggle but no success.

As i said, it's working on Pie ROMs. It's not going to start working for you unless you update. It's impossible to say if the same will apply when OOS Pie is released. Maybe, maybe not.

No. I have never tried to install one. Not sure how to do it. I'm aware of various guides but haven't taken the plunge. The furthest I got was rooting some old phones.

You wouldn't need to Root. Everything else is a doddle on this phone. You might give it some thought. The obvious thing is to find out what the differences are and weigh up the pro's and cons. If Battery life is your absolute priority then OOS might be better. If wifi calling is your priority then custom ROMs are the answer. Gotta decide where you might gain, and where you might lose out.

Of course that is for the OP5 so you wouldn't use the software linked in that thread, but the principal is the same. The equivelent software for this phone is available here. The guide gets you through the important steps of unlocking Bootloader and getting TWRP on your phone. Beyond that it's easy as Pie to get a custom ROM on your phone.
Just ask if you need help. I can link you to the files you'd need.

Didn't have any issues with mine out of the box or now that I've finally got all the T-Mobile stuff working with it's CSC and apps. I've called out and received calls in both circumstances and had zero issues. What provider are you with here?

How did you get the tmobile csc? I was having call issues too but when i changed the ims settings and enabled volte calls got better but when im in a area with bad lte service calls are taking long to go thru. Could that be a csc issue? Also i dont see a link that the op is saying you provided that fixed the problem

Extracted it from the T-mobile ROM and dropped the files into a CSC changer flashable zip for an S8, modified it so it would work on my Note 8 and flashed it.

that was my issue
i spent 45 mns on t mobile call then i realized why i'm calling them since my phone isn't a t mobile one lol
i flashed Kalm file
and that fixed my issue
hopefully the main dev can port it over
i don't think he's gonna be too happy with his file being modified like that

ah I didn't even think about someone being upset about it. If he is I'll take the link down. I just wanted to share for anyone else in our situation since there is no official Note 8 CSC changer at the moment.

Ok cool glad i asked before i did anything lol
Ended up calling t mobile and they had me reset my network settings then turn off my phone while they did something on their end. Turned my phone back on and boom no more problems. Didn't want to try root yet until there was a more stable one available. Thanks for all the help

But I redid it last night after someone confirmed that they didn't even need the Note 8 CSC files, and I deleted out everything for other carriers so the new file is only about 120mb instead of 300-something.
I can post that up after work if you want to wait, uploading is blocked here at work for some reason.
Have to add that wifi calling still doesn't seem to be working, but VoLTE does since calling does not drop me from LTE. I have no menu settings for either still, but after doing a full reset, reflashing etc I have the wifi calling quick toggle but it doesn't seem to turn on all the way - the "on" color is light-grey instead of white like everything else (dark grey when off) and in the System UI tuner app, no icon is set for Wifi Calling or VoLTE.

Yeah it's in my Exynos T-mobile CSC thread but I've got a better smaller one now. I took a pack that @TEKHD made for the S8+ F variant and switched out the files with Note 8 T-mobile files but there is a little bit left to go to make WiFi Calling work on our N950N, VoLTE works, HD voice works, video calling works, but I'm still trying to figure out what's missing for WiFi calling. It's menu isn't even showing up yet.
Current flashable zip is only 88mb and I'm fairly sure whenever I figure out the remaining files that need to be copied over it won't be much larger.

I'm about to do a factory Odin flash to stock and test the latest version - if it works properly I'll post it up with a link - though I don't want to step on anyone's toes since the core script and idea belongs to TEKHD.
Fair warning as far as right now I still haven't figured out why WiFi Calling is missing, I set up this the same way he has his S8+ pack for their F variant aside from adding a few framework files that I found referenced in the Tmo Wifi Calling apk that don't exist on a factory Korean N950N but are on the Tmo ROM, and my theory if this next attempt doesn't enable WiFi Calling is that the N950N is fundamentally either just missing more files that need to be in place for it to work and I haven't found them yet, or that it has different/incompatible versions of some files that the T-Mobile Wifi Calling needs to function.
In other words I have 2 more things to test, then I am going to try fully wiping, flashing an N950F-based ROM and apply the T-Mobile WFC pack to that, since the S8/S8+ options that enable it for those folks are for the F variants, not the N variant but the F and N have the same hardware.

Sounds good. I went through the same things with my Note 2 years ago. I figured it out and got WiFi Calling working.
Fwiw, I have no interest in Wifi Calling on my Note 8, as my signal (also T-Mobile) is always good, and I use Hangouts (or whatever) when I'm on Wifi, for free calling.
I don't have Note 8 yet, but will order soon from the same seller as you.
Do you have any other suggestions for getting everything up and running for T-Mobile (except WiFi Calling), or is simply flashing the CSC file?

If you don't care about Wifi Calling yeah I would say just root, custom kernel, and flash the CSC. You'll get VoLTE, HD voice, video calling etc

No volte support on sm-n950U1 (USA unlocked)...??

Hi friends, I bought unlocked 64gb, single sim version of note 8 from New York last week but when I tried to use it with "Jio" sim in India, I found that phone does not support volte. Neither I could find any option in settings to activate that. So, how can I activate volte in the Said handset. Presently, using volte through "jio4gvoice" app. Pls help.
There is a thread about switching USA Carriers.
If you have, the right files you can get VOLT and other features working. At lest in the USA.

I am using unlocked gn 8-N950U1 in the US with tmobile, I get VoLTE and video calling as well as wifi calling. For video calling feature, download Shortcut Master (Lite), open and click app explorer, scroll down to IMS settings, launch then look for IMSsettingsLaunchActivity, turn the followings to On.

For me, I just leave it there. It is completely up to you. It's just really small app, it won't take that much space. I leave it there just in case we update firmware from Samsung, video calling settings might be lost and we have to do the settings again. By the way, I'm glad it works for you there.
I leave mine as well...I like playing in settings and other apps...it is really a useful tool once you get used to its search feature

rcs is rich communication services. kinda like iphone's i messaging but sux. lol. Its stuck to carrier only, so sprint to sprint, tmo to tmo, etc. but it's kinda nice because u can send large videos and photos.

Hello Amit,
I have the same phone At&T Note8 with Android 7 unlocked, trying to run JIO VOLTE.
I understand the steps and tried, it did not work for me, no icon for VOLTE nor i can make any calls.
Can you please share the S/W version and steps you enabled ? I have been stuck from a week
Also, phone is asking for a 'number' when i enable the RCS , i gave the same JIO number it did not accept. Did you also get that prompt ? Is your RCS enabled ?

Dear friend, I just followed the steps mentioned in this thread and it's working fine till date without any issues. Just recheck you might have missed something. And about sw version will let you know in a day as the phone is of my uncle. Onething more, after following the steps did you check in settings menu and was volte option showing there after you followed the steps?

I understand the steps and tried, it did not work for me, no icon for VOLTE nor i can make any calls.
Can you please share the S/W version and steps you enabled ? I have been stuck from a week
Also, phone is asking for a 'number' when i enable the RCS , i gave the same JIO number it did not accept. Did you also get that prompt ? Is your RCS enabled ?

Dear friend, just recheck the steps and did you check in menu after you followed the steps that, volte option is now showing there or not? Rest, will let you in a day the sw version as the phone is with my uncle, but its working fine till date without any issues.

This worked great for me thank you.
Works on Android 7.0, but not on Android 8.0
Thanks for the update. I have been using VoLTE in India using this method since last Aug 2017. However after recent official Android Oreo update on 17th March 2018, I am unable to invoke the IMSSettingsLaunchActivity using any Shortcut application. Using "QuickShortcutMaker" app when I tried to invoke this activity, I got the error message:
"Sorry. You cannot launch this activity from this app because it requires some additional permissions to launch."
This was working perfectly on Android 7.0.
Any alternate idea to enable VoLTE switch (aka IMS Service switch)? Through ADB? (No rooting please).

I am also facing an issue to do such setting from the mentioned app.
Whenever I click on Ims launcher activity error comes as no data found.
I am on 8.0.0

Yes it's not working on Oreo. There are a few posts on here about it, I saw on one person's posts that I would have to find again that they have came up with a java programme that can get pass the OTP or one time passcode to access the IMS settings. I haven't tried it yet, but want to try that out soon

This is based on rooting which I want to avoid af all times since many of my org related apps would stop working on a rooted phone.
I had downgraded my S8(Sprint unlocked) phone to Nougat long back because of this issue. I can't upgrade till the issue with ims doesn't get resolved on Oreo rom.

T-Mobile to AT&T

Hi All, I'm trying to make my T-Mobile Note 9 work on AT&T. Using odin I put on the latest ATT version on my phone that I could find -- N960USQU1ARG6. It boots and works fine, but it shows Android 8.1, I don't get wifi calling or there's no place to turn on VOLTE, and when I say update software it says "software up to date." So, I'm assuming that ATT still doesn't think this is their phone.
Any ideas on how to fix this?

Att has Pie firmware for the Note 9. Just do a search for the newest Pue update and flash it using Odin.

Well the first thing you could do is do a factory reset, or verify with At&t if it's a feature on your account. Not sure how theirs is setup compared to T-Mobile's Wi-Fi calling. It won't hurt to flash unless you've got stuff you need to backup and have no way to do so.
I don't think anything is wrong with your device. All of the N960U devices are the exact same. The only difference is the software. You don't even need to flash a different firmware for it to put the carrier bloat on the device based on the sim card inserted. It's already included in the Software package on the device, just dormant.
I can't see AT&T Mobility (or any carrier, really) willingly remaining in the trailing position vs. the UnCarrier (who has offered Wi-Fi Calling as a feature (even to their MVNO customers) for over a year - yes, I have had it that long personally) - the only time I don't use it is due to support of the *router* being iffy (some residential routers have issues with Voice over Wi-Fi; the same applies to some business routers).
I went to ATT as well and it took some time for me to see the update to 9. Not sure, when I was with T-Mobile it always showed updates right away. For ATT, I was able to find the ARJA firmware with a CSA7 update that expedited the process. It also took around a day for wifi calling to show up. ATT is just slow to enable things perhaps?

Samsung Galaxy S10 - Unlocked Phone (AT&T Blocked Call Issue)

So many people are reporting with the 3/1 sweep by AT&T, that they are blocking almost all Unlocked phones: See: Downdector Link We personally have a S10 (G973U1). AT&T is saying on this list: AT&T approved phone list that it is supposed to work. But like many other people "calls" end immediately, but we can text and data work. It is some sorta ploy by AT&T to force us to upgrade our phones. They want us all to upgrade to S22s. Anyway I was ranting. Anyway, if you look at that link, they are saying that the phone has to be on the latest software. The last update from AT&T or the manufacturer was in January. I checked the firmware site, and Android 11 is the latest in January. I'm wondering if there is some hack to get us on to '12' or something. An update might solve this issue. We know that a new SIM does not work. Calls seem to be rejected on the network, just based on the phone model or Android version.
We are aware that a version 12 is out there for the phone, just that firmware is not for our US-unlocked model yet. But maybe it can be hacked?
Edit: It appears this thread may be linked with this older one... But it is ever more pressing issue now:

Some in that forum claimed that it did. I was helped by a user to achieve ascendance onto the AT&T network. I'm not sure if I'm to reveal his name. We 1) go into Developers mode on the phone. 2) Hack the Kernel. 3) Flash the rom to the G973U (model)... with the AT&T firmware. So that the Wifi-Calling and 5G features would work, and AT&T would allow it on their network.

I've literally been searching for an answer to this for days now. My wife and I have S10's. I work far from home so I really need her phone working in case of emergency. Can you please point me in the general direction? Thanks!

At first I had to use the Samsung Band Selector app from the Play store and go into More Network Settings > AT&T > Preferred Network Type and choose 3G. Unfortunately this killed LTE so all data and calls were going through H+. As I was mostly on wifi I could live with it since I could actually use the phone again.
Then Friday morning I checked for updates and there was the update to take me to Android 12. I took the update then when it finished it said it needed to reboot to connect new SIM to carrier services....it wasn't a new SIM. I let it reboot and everything was working with VoLTE again.

I appreciate you getting back to me. Unfortunately I am still on android 11 with a custom ROM and also this is a global phone so that app didnt work for me. I dont receive OTA updatez. I'll update to a new ROM and see what happens. Thanks
